Is an apology enough from the leader of Haringey Council..?

The leader of Haringey Council, Councilor George Meehan has made a "heartfelt and unreserved" apology for the death of Baby P. This is I think too little too late and he has to step down! Haringey Council have been shown to have been heavily involved in the decision to give Baby P back to his mother after repeated visits to hospital due to injuries. His is not the only job that needs to be looked at but his apology has consoled and comforted no one- his leadership is more than in question, time to go.
